tune problem, wont rev past 6100 rpms please help

Default tune problem, wont rev past 6100 rpms please help

ok i have had an on going problem with my car, the tune is being funky,i was playin around on a dyno today and the car will not rev past 6100 rpms, we tried seting the rev limiter to 7000 and still wont past 6100 rpms, i have MS3 cam and 5.3l 2.5 heads from texas speed, yank ss4000 converter and ls6 intake. i originally had a problem with the shift point from 2-3 hitting the rev limiter and bouncing off it, i raised the rev limier and fixed that problem, but on the dyno it wont pull past 6100 no matter how high i set the limiter. first pull 5400 rpm it made 306rwhp and at 6100rpm it made 376 rwhp, i know this setup is all top end and i should be pulling up to 6800 rpms i should be over the 400hp+ mark. But my biggest concern is why its not allowing to go over 6100 is there anything else in the tune that could make it do this?

i noticed the tach is off as well it reads 1050 at idle when the motor is at 900-950 idle via the obd2 dyno plug in tool. i noticed the rpm gauge is hitting close to the rev limiter on the tach but not actual rpms, such as the tacks hitting close to 7000 when the obd2 tool reads 6100 where its red lining, can this affet it and how should i switch around my tune? my tach output res high and low is set to 3 as of now for tach reading. at 6 it was only reading half the rpms.
any idea what in my tune eould be doing this i use hptuners
