Default Strange build up

Here's the deal. Due to a DUI charge, I had the car sitting without being driven for a year, with the exception of a couple times. I recently went to change the oil before i started driving it again and its got some really nasty white goo on and below the oil cap area, but not on the dipstick. I went ahead and changed that. I also noticed since it had been sitting that my coolant was extremely low (put about 2-3 liters in), and I have a slight PS leak also. Its a Kansas driven car.. I feel uneasy driving with all that build up in the oil cap area, it looks bad. Any ideas what it is, and how I can go about fixing it? Thanks

It is normal to get that crap under the oil cap on a car that sits. But your coolant went somewhere.

Pressure test the system. 2 or more litres is a lot of coolant to be missing.

I don't even want to say it, but I hope it's not a head gasket.

i imagine your vanishing coolant and condensation in the oil go hand and hand...
