Default Vacuum Readings?

I have been hunting for a solution to my lean mixture codes (p131 p151) and I had my laptop hooked up to the car today and I noticed that the MAP sensor was reading low, around 9 inches Hg while idling. I pulled out a gauge and read the vacuum from the brake booster hose, 20 inches Hg. The car runs great from idle to about 4000rpm where the lean mixture codes are set for both banks. Would a bad MAP sensor be causing such an issue?
