help with headlights and starter

help with headlights and starter just joined and have a couple problems.
background on car It is a 94 trans am gt. i just finished putting the new rebuilt engine in and the car start just fine and runs great but when it is warmed up and i shut it off and go to restart it turns over slow and then clicks if it sits it will turn over no problem.
problem 2 is that my headlights will not work. when I turn them on the switch will buzz but the head lights don't come up or light up, but if I hit the high beams they come up and light up if i turn the high beams off they stay up but turn off. parking lights and dash lights work like normal.
I'm not sure but i think it could be a ground wire not grounded thats were i'm at. Any help would be great.
