Post Dx & fixes for starter engagement

I installed a Spec neutral balance LT1 T56 for 2pc seal flywheel on a 400 SBC with a bolt-in 400 balance plate between crank and f.wheel. (Previous setup was a V8 T5 flywheel w/ that plate)

Also installed is a new stock replacement LT1 F-body starter. The starter engaged the flywheel twice out of 15 or so attempts. It sounds like it's barely touching teeth to teeth.

I suspect the balance plate is putting the flywheel back just far enough for there to be a problem. I have not yet verified the pinion gear is coming out of the starter fully. But...

Is there a tolerance/measurement from ring gear to block rear surface? Any reason not to tap the ring gear slightly forward on the flywheel after heating?

Or, would a machine shoppe do a 400 SBC balance on the flywheel for reasonable $? This would allow elim. of the plate.
