Default What part is this

Bleed valve?

It is attached to a bracket that is attached to the AIR crossover pipe, looks like 2 vacuum ports and 1 plug for something nothing was plugged into it when I found it...

Tight squeeze to get a direct shot but got best pics I could.

Looks like the EVAP purge solenoid?

No and no.

That is part of the AIR pump recall done on 96s and 97s, NOT the EVAP purge solenoid. Obviously his photo is not on top of the intake manifold. Not sure what everyone's thinking.
