Default 1998 HVAC vacuum lines routing problem?

im putting my manifold back on and im not sure if the long hose is used with my vacuum routing. i have only one vacuum port for my hvac controls right behind the map. but it looks like the long hose is used in conjunction. the problem is..if it is used , where does the long line go to?

am i retarded and this long vacuum line with the valve is not used at all?

heres the hose right behind the vacuum port on the manifold next to the map. is this the only line that plugs into the manifold?

The hose in your second picture is the hose that goes on the nipple under the MAP sensor. It is the only line that goes to the back of the intake.

The long hose in the first picture actually looks like window washer hose.
