Default running lean?

I have been having a problem with my car acting like its hitting the rev limiter at the top of first gear. What makes me scratch my head is that it will still do it even after it has shifted into 2nd. It did something similiar when I first bought it and before I did my mods. After I cleaned the MAF it stopped doing it and ran alot better. So that was the first thing I tried this time. I cleaned the MAF and it still does it. Another guy on here said that he had something like that happening to him and he had a bad spark plug. I pulled them all to check. The was the first time I had looked at them since I did the mods and had the dyno tune. The plugs look to me like they are really lean. The ceramic is still white and the electrode and top part are a whiteish grey. I am new to the car thing but I've been modding snowmobiles for a long time. If my sled's plugs looked like this I would be jetting up to richen it a little. To make a long story short, could my stutter be that it is starving for fuel? Are the plugs supposed to be that light in color?
