Cluster Guage went out/ would it cause this?

Cluster Guage went out/ would it cause this? Sometimes when i start it, the rpm's fluctuate between like 4-800 RPM(and sometimes dies when put in gear). rev's up and down. I guess i need to fix the cluster but what do i need to buy? the whole inst. panel? or a chip out of an old one?
