Default Alternator charging problems

I'm having issues with my alternator not charging. It was working fine for a while and just quit. I have the painless performance 30705 pigtail with their supplied resistor. I have 12 volts to the resistor but only 1.56 volts coming off the resistor. Is that too low? What voltage does the alternator need to work? It seems to me that the resistor is bad.

I believe it should be right around 5 volts
