Default Different type of bench racing?`s Jeep MPGs

ok so I have been collecting parts to swap a LSx into a Jeep, it is my daily driver(80% street/20% trail mild to med. rocks). Looking at a LQ9 6.0L with a 700R4 trans, and Dana300 flipped. would be going in a 2005 TJ with an 8.8 rear.
The goal:
Already on 33x10.50 BFG tires
350-400hp
18-20+ mpg highway
16-18 mpg around town

currently have 3.73 gears (considering swapping if necessary)

is the MPG a dream or reality?

I average about 16 mpg. Hit 18 mpg on the Power Tour at 60 mph for 250 miles of two lane. 20 plus? I don't think so because the TJ is like a brick going down the road with all kinds of edges to increase the wind resistance. The 33 inch tire won't help. I'm running 32 ich tires with 4:10 gears.
