I am looking at getting a custom dash plaque and I was wondering if I can swap the position of the Fog Light Switch with the blank slot that is to the left (NO TCS switch). Is it just a simple swap or is it only going to work in the slot to the right? I would go outside and see for myself but I am currently deployed so I can't verify this myself.

Yeah you can move it to any of the other 3 available slots without having to do anything to the slot, only issue you might run into I would say is the wires being long enough but I'm sure you'll be fine.
