Tuning for TC lock-up

Tuning for TC lock-up I've set the 3rd gear lock-up at 100mph in the TCC tables and in the
Threshhold MPH. The release speed in both is set at 58mph. It won't lock in
3rd at 100% TP. Anybody got any tips on what I'm doin wrong? I don't think
testing it in 3rd is the problem, or is it?
