Default 5.3 lifters

is it best to just put the ls7 lifters in a 5.3 when its time to replace them? or is there a different lifter to use with the 5.3 for just a basic DD truck?

also what would be the power difference in the 4.8 to a 5.3? is it worth taking out a 4.8 and swapping in a 5.3 or is it almost worthless?

The ls7 lifter is great for that motor and IIRC the same lifter used in all non DOD LSx motors. The older 4.8' put out 255hp when the same vintage 5.3 made 275 like in 99 when they first came out. The latest 4.8's make 295 while the 5.3 makes 315. Both motors share the same stroke the difference is in the bore...
