Default 2000 SS hood bubbling

I'm having the hood(among other pieces) painted, there is bubbling on my hood along the front edge and at the front of the inlet to the scoop(the far front in between where the two ridges begin). I just want to make sure that there isn't some underlying problem that will make this pop back up. If there is an underlying problem, what's the solution?

is this the old or new paint and how bad is it. if its the new paint you can get a ton out with the sand and buff

It's old paint, and it's being painted because of rock chips I picked up on a recent trip to reno. It's the water bubbles that seem to plague these hoods. It's just that I've heard that everything from cheap fiberglass to bad prep work by SLP causes this, and I want to make sure that repainting it will fix it.

I would think if it gets sanded down to the fiberglass and redone it would be ok, but I'm no body guy.

If its just a bubble in the glass, it can be filled and sanded,but i also am not a body man.but i have had lots of things painted
