This winter i got a whole new stock exhaust system from the heads back because of holes in the pipes from rust (covered under gm certified warrenty)

while i was cleaning the chrome tips yesterday to keep them new i was wondering whats the deal with the pipe inside the tip?

Those are the real exhaust tips. The polished part is the housing to make them pretty.

would it be bad if i cut them out?

If you take the housing off and cut them so it would go back on, I dunno see why. It's still an exhaust tip.

But don't just go off my advice.
