need help 91 camaro
my brothers 91 camaro is a carbed 350 swapped from a fuel injected 305. There's gauge issues the tach does not work. At start up it goes to 5k rpm and the slightest touch of the gas pegs it at 7k. Any ideas?

First of all, what did you do for the ignition and distributor? You can't use the computer controlled distributor that was in there from original. You need a large cap HEI with vacuum advance.
Is the computer still there or did you remove/bypass it?
On my 1990, all of the gages worked fine after the carb swap. However, they may have changed the gage type in 1991 on the camaros, I am not sure. I know some of the Trans Ams had fully electronic dashes and they can be a pain to get functioning.

we bought the car with the swap so unfortunately we didn't do the work and choose the parts. its the computer controlled distributor and the computer is not in the car.

There's a big part of your problem right there. I used the GM Perfermance HEI on my car. The gear is compatable with the roller cam and the timing curve is real nice out of the box. I run it all through an MSD 6AL.
After you fix this, you need to think about the TV cable if it is an automatic. Also, what is the fuel delivery? If it is the stock FI pump, you need a regulator to lower the pressure for a carb.

What transmission is in there? Regardless, I don't think the transmission has anything to do with the tach. It will have an impact on the speedometer operation.

I have a nearly brand new accel HEI dizzy and coil I can sell you for 75 shipped. You have to get a new dizzy, because the computer control wont work. Also the TV cable is the cable that is attached to the Carb right under the throttle cable. You have to adjust the TV cable to get the trans to shift correctly. Google search it and it will give you step by step process of how to adjust it correctly. If you need any help just PM me or go to Thirdgen. I have a 89 with an LT1 in it. So im always on here and there.

Some other things you need to look out for...
Fuel pump turning on/off (stock run off the oil pressure switch)
Fans turning on (stock controlled by computer)
Fuel Pressure (stock TPI pump too high pressure for carb...need a regulator with return)
What camshaft (Stock roller needs a melonized gear on the distributer)
TV cable geometry corrrector...you can't just hook it to the carb. You need a special bracket that sets the amount of travel and rate of travel for the cable
Vent for the gas tank (stock vented through charcoal canister which was controlled by computer)
Inspection...nothing about this swap is street legal in any state that I know of
