Yes actually it can, You will need to swap the PWM and 3-2 SOLENOIDS a long with the trans wiring harness. The 94 does not have PWM but the PCM must see it in the 96 so it will act as dummy load but TCC will still g on and off. The 3-2 is a different ohm load and the actual strategy is a little different however I have done this with my own car and saw no issues functionally in fact several shift kits emiminate this function and the latest 4l60e does not even use the 3-2 solenoid so you should have no issue there.The wiring harness on the trans swap is simply so the later solienoids will plug in.

What about a 98' 4l60e? Sounds like the 94' would be a bit of work.
