le2 cam degreed to spec from comp cams
my question is wont degreeing the cam to recommended spec change the timing for the opti since it is driven of the cam dowl or does this get corrected in tunning?

unless you advance or retard the cam. everything stays the same. Generally all advance is ground into the cam and doesn't need to be adjusted in the cam gears.
"degree-ing" a cam doesn't mean that you advance or retard the cam. it means that you are making sure that the valve events are going to occur at the correct time. Doing this insures that the cam was installed correctly.
