Default 427 (l92 based) idle issues

Been helping a friend with his engine, It is a L92 Based 427, running a mast ECM and harness LS3 throttle body, not sure on the cam specs, and a LS3 Intake, matted to a 6L80 that is fully built with a billet converter. The issue is when the engine is running and you rev it up and dump the throttle the engine will actually almost stall, then it will catch its self rev back up past the normal idle then drop again and almost stall again and finally even out. It throws no codes. It is drive by wire, I have swapped out the throttle body. I have watched the throttle pedal voltages and they look fine. Any one have any ideas why it stumbles like this when you let off the throttle. Thanks for the help.
