Should DRL be on same time as Headlamps

Should DRL be on same time as Headlamps I have a quick question. When my headlights are off my front DRL's are on. When my headlights are turned on the DRL's are off. Is that the way the system is supposed to work. I am in Germany trying to get it inspected.

Yes, that is exactly how it's supposed to work. When the headlights go on, the DRLs shut off and the dimmer parking lamps comes on instead.
