Default spring shims over or under seat

putting PRC dual springs with titanium retainers and steal seats on my 241 heads, just want to make sure i have this right (yes i searched the other threads).... when shimming valve springs do the shims go between the titanium seat and the actual spring? or do the shims go under the titanium seat (shim would sit between the actual aluminum on the head and the titanium seat)?

to recap: 1) shims sit in between springs and steal seat (seat not retainer)?
2) shims sit between acutal aluminum on cylinder head and steal seat?

which is correct?

thanks

For starters it's a steel seat not titanium. They go under. Between the head and locator

Depends on the valve seals being used as well as the springs. Under on the two piece seal/seat, over on the one piece seal/seat.
