should tcc lock in 2ed gear

Default should tcc lock in 2ed gear
I was looking over tables in hp tunners and noticed that the 2ed gear lock speed is set high so that it wont lock. Is this normal or should It lock.

It's set like that from factory so it doesn't lock in 2nd gear.
