Default Trans Mount Question

Been chasing a clunking sound when my car shifts. I finally decided to check the trans mount and the rubber itself looks fine but is it suppose to be attached to the metal backing plate or is it suppose to be seperated in to two peices? I have attached pics for viewing. Looking for some help on this.
