I have some aftermarket cats from the wreck I bought and I would like to use them to save some money. I cut them off the headers today and noticed that the material inside slides back and forth a bit. There are not any holes in the material and it looks uniform.

So is it normal for the material to move inside the housing? Is it ok to just use them?

It should not move. Once they start to get loose their life is limited. New universal cats are less than $50 I would start fresh.
