Default LT1 won't start

My buddy has a 96 camaro and it won't start. He needs to pop the cluch to get it started. He has already changed the starter but is still having the problem. Any help would be appreciated.

Ignition switch, clutch switch, pass key system, could all be at fault.
Any more info besides no crank must push start?
