A quick look at MACs site and their FAQ section, I believe the answer is no. If the cats are in a location other than stock then the headers fail the visual test.

You cannot pay inspectors anymore, they risk losing their license and a huge $25,000 fine. Only shorties are legal, if they have a CARB number. Look in the Western Members section for more similar threads.
