different primary/secondary pumps in a dual pump system?

Default different primary/secondary pumps in a dual pump system?

Quick set up notes:
'97 Corvette
427cu stroker with P1SC1 Procharger at 14lbs boost
70 lb injectors
Looks like it should put 700hp to the wheels through a 4L60E (made 663ft-lbs torque at 4000rpm first pull but lost fuel pressure at the top end)

Lingenfelter suggested walbro 255 + racetronic harness to supply the fuel... it wasn't enough so we got the walbro 400 + MSD voltage booster... something went wrong - still having fuel pressure fall off... was suggested to go to dual pumps so the dual pump hanger is on its way...

Here's the question(s):
Can I/Should I run the walbro 400 as the primary pump with the racetronic harness and attach the walbro 255 to the MSD voltage booster so it only kicks in when needed?
-Do the dual pumps need to be the same? Should I buy another walbro 400?
-Should we hook it up the other way?
-Should they both pump together always? and additionally with boost?
-Will the 255 play out pumping alongside the 400?
