Default Brake Question - ABS kicking in

I put a new 9" rear in with out reluctor gears for abs and traction control (was a 4 channel car). I'm working on the tune for the car as when in gear it really wants to idle high and go fast down the road, so it takes a lot of brake to hold it at a stop. When I am stopped or rolling slowly but holding the brakes, once in a while the brake pedal will suddenly push down further almost to the floor, and will make a groaning noise like abs is kicking in.

I can pump up the brakes to get the pedal back to where it was before. Is this the abs kicking in for some reason? I pulled the abs fuse but then i couldn't program the pcm with efi live.

Can i simply unplug the abs module to stop doing this, as it is getting annoying. What is causing this?
