It says non-divers swim at their own risk, but does this mean that we don't have to swim with a diver?

I think that is correct. If your going to just spend the day at the water without doing any diving, then you do not need a diver. If you plan on diving you may be required to dive with an instructor.
I can not remember its been a long time

Well, what do they consider "diving" - diving into the sunken objects? Would it have to include scuba gear? I don't plan on doing any sort of diving.

the sunken ships are in 20+ft of water. the visibility is low enough you would need scuba gear to do much with the sunken objects. they say swim at your own risk because there is no life guard on duty. You are welcome to just go out there and hang out or swim around in the lake with out diving equipment. There are usually a couple of groups of people getting their certifications and maybe a random 1-2 people doing checkout/gear check dives before a big trip (like my wife and I did a couple of months ago). None of them should really bother you as they will be down on the platforms and doing instructional work.
