Turbo discharge piping sucking shut?

Turbo discharge piping sucking shut?
For some reason that we can't figure out, the silicone couplers are being sucked shut between the turbo and engine before the turbo finally spools up.
Also the turbo isn't wanting to spin when the engine is idling. The turbo was rebuilt by precision with a new exhaust wheel, bearings and seals in January and has been sitting since then. The turbo is a 76gts.
Anyone have any ideas

Can you spin the blade freely by hand?
Is their proper oil to it?
Do you notice if the wheels are touching their respective housings?
If you cant spin it by hand, maybe remove both housings and check to see if something is stuck causing to be held up, maybe something got wedged in, or dropped in during rebuild or during re install?

Unfortunately I'm getting this from my builder and he lives an hour away. He says it spins by hand but there is a tight spot. I'm not sure what oil is being used and if anything is contacting the housing.

Umm..... It's fixed.
Tape was covering the outlet lol. It's all good now.
The cold side was put on for mock up and worked out perfect the first time and was left on.

I don't know if I would call the turbo junk. I has 10000+ miles on it with it making well over 700 whp. I got it rebuilt because the wheel had some nicks on it. I think it will hold up just fine.
