What could be wrong with my seat belts?

What could be wrong with my seat belts? When I go to put my seatbelts on they are hard to pull over to put on. And when I take the seatbelt off it roll's back slow and sometimes dosen't even roll back. Does this happen to any other Z28's or SS's or is it just my Z28?
