Stock 6.0 problem with lifter/rocker

Default Stock 6.0 problem with lifter/rocker

Hey guys I have a bone stock 6.0 lQ4. I have had a dead cylinder and pulled the rockers from #4 to check the springs. I had compression before and now when I reinstall the exhaust rocker it opens the valve and has no compression. It is like there is no give from the hydraulic lifter, All the compression from tightenting the bolt is taken up by the valve.
I put the cam on the base circle and tighten the rocker to the 22fp necessary and this is what happens. Please help.

did you set the cylinder at TDC before tightening it down?

I used the comp cams method of having the intake pushrod come all the way up and then half way down. Then tighten the exhaust rocker. This puts the exhaust lobe on its base circle.
