Default 7" rim?

I'm looking at a set of American racing torque thrust rims for my 2000 z28 guy says they are 17x7 but have 285 40 17 tires on them was really wanting 8" but thinking of going to look at them anyways if I can fit 285 on em thoughts? Also where do I measure offset and what's the metric to standard conversion for offset

Any help would be appreciated I'm getting ready to go look at them and would like some info first two of them are 280 40

That tire size seems way off to me. I have some 17x7 tt for sale also. Very good condition comes with tires. But my tires on mine are 225/45/17
