Default 99 z28, wipers out of control

I've looked around but can not find and answer to this question. My wipers slam down to the final position when in wet conditions, as opposed to stopping 1/8th? of the way down before resting position(off position). This happens everytime it rains and I fear I'm causing problems that I've yet to discover. If its NBD then thats cool. If, however, there is a fix I would like to know of it. Thanks for any advise anyone can provide.

1. Add a ground to the Black wire at the wiper motor.

2. Test voltage at the wiper motor, the only wire that should have voltage is the Yellow wire from the wiper fuse. If any other wires get power, disconnect the wiper switch. If the problem is gone, replace the wiper switch.

3. If no voltages to the motor on the switch circuits when the problem occurs, replace the wiper motor assembly.
