Scan the engine/trans for codes. No lockup is often due to a minor misfire detection or slippage detection, both of which are normal consequences of a high stall. There are many threads here on if/why you have to get a tune for a high stall converter.

I did and it had a few o2 sensor codes and trans component slipping code. Car was tuned at hhp/Carolina Jamison corvette but not sure if it was with stall. Is there a wire from the PCM that controls lockup because I am fine with wiring it to a switch to manually control the lockup

The trans slipping code is the problem. It needs to be tuned out.
A manual control of the lockup is a bad idea - the converter's lockup is NOT designed for WOT operation; therefore if you forget or don't have time to manually unlock before you got WOT, you will put a lot of strain on the converter. It would also need to be wired into the brake switch, etc.
Just get a tune and do it right.

The Trans component slipping is usually an 1870.Is this a new problem? Has the tune been in there? I would get a scanner clear the codes and monitor tcc slip. Possible causes are 1. torque converter 2.lockup solenoid 3.pwm solenoid 4.tcc regulator valve 5 AFL valve 6. stator bushings.the most common are 4&5.If thats your problem.Make sure you take care of all of the 02 codes then try to diagnose trans.
