tc-78 3.5 v band? stock?

tc-78 3.5 v band? stock? is my tc-78 special ordered or was it modified. the exaust housing is a .96 but the downpipe v band is a 3.5 v band that measures 4.25 across. it has a weld all the way around that looks very good but inside it looks seamless . it whould have to have been machined afterwards. just seeing if anyone has seen this before. thanks.
