P0140 being thrown because my PCM is bad?

car throwing p0140 and p0161...mechanic told me p0140 is being thrown because I have a bad PCM? I know that p0161 is a bad O2...mechanic wants $630 to replace O2 and program new PCM...is this mechanic trying to pull a fast one on me?

Stay away from that mechanic.

Those are both O2 codes, but even if both o2s AND your PCM are bad, it is not anywhere near $630 to replace them.
