Default Possible failing water pump? Video inside.

I'm trying to diagnose a now consistant whining coming front the front of the engine. I posted over on LS1GTO, but wasn't getting much help from anyone. I've already replaced the tensioner assembly, tensioner pulley and the belt as well, but the whine persist. Would like to get a little extra input before I drop the money on a water pump and start tearing into it. Thanks in advance.

How's the car running other than the noise..?
The more I listen to it the more it sounds like a vacuum leak.

Car seems to be running already. I do get the occasional idle hang. It will sit around 12-1300 for a split second then drop down to normal idle range. I considered a vacuum leak, as well. The only thing is that the noise only seems present when the engine is decelerating. I.e. after a rev or after pushing the clutch in.

run it without the belt and see if the whine is still there.

Resolved. Tracked it down to a vacuum leak where my old catch can was. Catch can broke and I replaced with some vacuum line until I get a new one, vacuum line slipped and just like that, good to go. Thanks a ton LS1T and those that replied.
