Default Rust in wheel well

I have some rust in the drivers side wheel well. I would like to try and correct it myself and not pay a shop to do the whole panel.

Any tips/suggestions? What's best to use to sand it? Best primer to use?
Last where do I get the color in a spray can? Would this work for such a small spot? I'm thinking I just want to make sure it doesn't spread or worsen more than it looking perfect

It's the lip of the wheel well, it's fairly small. I'll post pics up when aim able to get a picture.
