How can I diagnose this and what used to be where that filter thing was?

A tube normally would go from the valve cover back to the front of the intake. The purpose of this is venting positive crankcase pressure along with small amounts of atomized oil and other hydrocarbons back into the intake air so it can be burn't and cleaned via the converters. Its considered an emissions device.

The oil you're seeing is to be expected with just a breather and unless you wanted to replace the PCV system I wouldn't worry about it too much. If you're in a state that does inspections they'd probably give you a hard time about it though.

This looks tacky to me. Is there a way to prevent oil dripping?

Correct fix would be stock tube setup to catch-can...or
Wrist sweat band over filter would stop dripping

You'd spend less than $10 replacing the stock PCV system if the oil bothers you. Any parts store either has, or can order any of the parts you'd need. Rockauto sells the valve itself for less than a dollar. Good luck
