Big wide tires on little rims?

Big wide tires on little rims? What tire widths(with a 28 tall tire) can I run on a 15x8 Draglight?
I suppose that the wider the tire on the 8 wide rims, the more air pressure I would need to run so that they don't cup up.

M/T ET Drag 28x9x15 is great (I had these)
Both fit great on 15x8 rims.
Too big would be M/T ET Street 12.5 or 13.5 for example they would cup and not work as good.
