wondering what would couse my tach to jump?

wondering what would couse my tach to jump? it jumps up and down without me giving it gas. it will idle at say 1000 rpm for 15 seconds, then the tach (not motor) will jump to like 4000 real quick and then jump up and down. is this a ground to somting or ignition or what??
