A/C Compressor Problem

Default A/C Compressor Problem

When my car is running and the A/C is off, a terrible high pitched whining is coming from the engine bay. When I turn the A/C on, the whining goes away.
When I drive the car around with the A/C OFF, and pop the hood afterwards, the A/C lines are all sweating. I thought that was only supposed to happen when the A/C was ON?

Do you guys think the clutch isnt disengaging all the way on the compressor? Thats all I can think off.

Anybody else have this problem, or think they know what it is?

Probably best to get under there and look. The a/c cycles with the defrost settings also.
