I can't toggle my 121 code??

I can't toggle my 121 code?? On my current and most recent programs I can't toggle this code (121) back to On.
I disabled this code (toggled off and turned x =off) when my TPS was going bad.
Is it possible I switched another code on accident that affects my ability to turn the 121 back on?
On my stock and slightly modified programs I can toggle it on and off so I know something is amiss
I'd rather not start from scratch again just so I can have this code on
