Maybe I'm out in left field here, but forging is a process. The 4340 part is a code of the different materials (and what they are) that are present in the metal. Someone jump in here if I'm wrong...

4340 is a code for the type of steel and the amount of carbon content it contains. 43 is the steel used, 40 means it contains .40% carbon.

Forged is a process where cold (or hot) steel is compressed via hydraulic (or high pressure) to form a piece out of bar stock. Usually they start with a big block of metal for making a connecting rod (for example).

So no, not all 4340 is forged, it can be machined as well. Machined is not as strong as forged.
