Default ? about stock regulater

I have a 98 and there is what looks to be a fuel regulater that conects to one of the gas lines at the engine and when the car warms up it makes a sound like a bad fuel injecter and you can fell it ticking when you touch it. What is this?

That is a fuel dampener, If it is on the rail. On a f body, the reg is in the tank on the sending unit. dont know why it is ticking.

So its the fuel dampener, OK so does any one know why it would be doing this?
