Default 4L60E No Overdrive

I have a 98 Chevy S10, 4.3 Vortec, 4L60E tranny, 113k miles, fluid and filter changed on 30k mile intervals. My problem is that the transmission will not usually shift to overdrive. This problem started out intermittently and has progressively gotten worse. I took it to a Cottman transmission and the "technician" couldn't find anything wrong. Additionally, when going down an approximate 10degree decline, without pressing on the accelorator, it makes the truck feel like it is lurching. T1here are no error codes on the OBD2 scanner. Any Ideas? Thanks in advance

Thanks Scotty, Is this a major repair? Will it cause damage if not taken care of?
