projector headlights with halos

curious if thats a good price, or would making my own be cheaper?
also how would those halos turn on? is there a switch u have to mount or can u wire them into the headlights.
how bright are the halos? are they like the halos on bmw's.
are they meant to be on by themselves, with low or with hi beams?
