bushings in the OEM rod bolts!???

bushings in the OEM rod bolts!??? Finally yesterday is the official date for REBUILDING!
at least cleaning, I bought a set of piston rod from a ZO6 in ebay they look decent and very low use. (TEFLON COATING AND EVERITYNG)
I was very carefully cleaning and trying my new ARP pro series rod bolts, and I saw wath appears to be a bushing or retainer for the oem bolts.
in order to instal the arps I removed the bushing.
why this fix, My OEM rod bolts where the POS ´98 stuff. culprint of one rod breaking ON STARTING!!!!! and pushing thru the block
